June 2019, "Staying True to Our Original Aspiration and Keeping Our Mission in Mind" - Reflections on visiting the historical archives exhibition hall of the 1954 Constitution.

      Recently, coinciding with the 65th anniversary of the drafting of the "May 4th Constitution," the Party General Branch of Xinzhongfa Company led all Party members and company headquarters employees to visit the "May 4th Constitution" Historical Archives Exhibition Hall – both the Beishan Street and Qixialing branches. This exhibition hall possesses both "youthful vitality" and "historical significance." Its youthful vitality stems from its recent renovation and the establishment of a new branch, which officially opened on December 4, 2016. Its historical significance lies in the fact that it was the former site where Chairman Mao Zedong presided over the drafting of the "May 4th Constitution."

     The "May 4th Constitution" Exhibition Hall on Beishan Street consists of three parts: an introductory hall, a restored exhibition area, and a thematic exhibition area. The hall houses a large number of precious cultural relics, documents, and historical archives. Party members and staff followed the guide's explanations, not only experiencing the historical setting where Chairman Mao Zedong and his colleagues worked and lived, but also learning about the entire process of the drafting, discussion, adoption, and implementation of the first constitution of New China – the "May 4th Constitution."

      In the exhibition hall, all Party members and staff also watched a documentary about the "May 4th Constitution." These video materials brought the historical moments of the constitution's creation to life, making them very vivid. 

      On December 27, 1953, Chairman Mao Zedong arrived in Hangzhou and stayed at Liu Zhuang. Accompanying him were several important political figures, including Luo Ruiqing, then Minister of Public Security, Yang Shangkun, Director of the Central Office, and secretaries Chen Boda, Hu Qiaomu, and Tian Jiaying. It was here that they presided over the drafting of the first constitution of the People's Republic of China. Before this constitution, China only had the "Common Program of the Chinese People's Political Consultative Conference," which served as a provisional constitution. In mid-February 1954, the drafting group completed the initial draft of the constitution. It was then sent to Beijing. Upon receiving the draft, Liu Shaoqi convened a meeting of relevant central personnel to discuss it, and then sent their opinions back to Hangzhou. After revisions were made in Hangzhou, the revised draft was sent back to Beijing. This process of back-and-forth revisions continued several times before the drafting of the initial constitution draft was temporarily completed. On September 15, 1954, the First Session of the First National People's Congress was held in Huairen Hall in Zhongnanhai. After nearly a week of discussion, the first constitution of the People's Republic of China was finally passed unanimously. The film vividly portrays the great process and glorious achievements of the Party leading the people in drafting and implementing the constitution, especially the birth and far-reaching impact of the "West Lake draft" of the constitution.

      Following this, the Party members and employees continued their visit to the Qixialing Exhibition Hall.  This hall focuses on promoting and educating the public about the current constitution, featuring a themed exhibition titled "The Constitution is All Around Us," which primarily addresses questions such as what the constitution is, what it stipulates, and how it is implemented. The Qixialing Exhibition Hall also houses a Constitution and Law Library (lecture hall), containing tens of thousands of books on constitutional and legal topics, and regularly holds lectures on the rule of law. 

      This constitutional journey has given visitors a deeper understanding of the significance of establishing the May Fourth Constitution Historical Materials Exhibition Hall in promoting constitutional education, strengthening awareness of socialist democracy and the rule of law, and encouraging respect for, learning about, and abiding by the law. As employees of state-owned enterprises and Party members, we must consciously respect, abide by, and utilize the law, internalizing the spirit of the rule of law and manifesting it in our actions. We must tell the story of the Constitution effectively, allowing its spirit to take root and truly integrating the Constitution into all aspects of enterprise development.
